This posting is for the State of Hawaii, Department of Land and Natural Resources, State Historic Preservation Division.

Duties Summary
This position is located within the Architecture Branch and reports directly to the Architecture Branch Chief.  The primary purpose of this position is to manage and conduct project reviews pursuant to HRS § 6E-8, 6E-10, and 6E-42 for proposed modifications to properties under State or County jurisdiction.  This position is also responsible for conducting historic preservation consultations for federal undertakings, as defined in 36 CFR § 800.16(y), or when the undertaking requires a combined review under both HRS § 6E and Section 106 of the NHPA.  This position will develop, track, and manage agreements between SHPD and other agencies.  This position will interact with homeowners, contractors, County, City, and Federal agencies to review and consult on undertakings that potentially affect historic resources in Hawai’i.  Additionally, the position will also identify architectural properties potentially eligible for listing in the Hawai’i and/or National Registers of Historic Places.  This includes conducting historical and architectural research as well as assisting in the preparation and review of architectural surveys and evaluations.
Minimum Qualification Requirements
Citizenship Requirement:  Applicants must be citizens, permanent resident aliens, or nationals of the United States. Non-citizens with unrestricted employment authorization from the U.S. Immigration and Naturalization Service may also apply.
Recommended Qualifications:

Knowledge:  Must be familiar with all applicable federal and state preservation laws, regulations, and standards.  Must demonstrate an understanding of the National Historic Preservation Act, Hawai’i Revised Statutes, Chapter 6E, the Secretary of the Interior’s Standards for the Treatment of Historic Properties with Guidelines for Preserving, Rehabilitation, Restoring, and Reconstructing Historic Buildings, and National Register Program Guidelines for registration of historic sites provide additional technical guidance.  Must have proficient knowledge of architectural history.  Knowledge of Hawaiian architecture, architectural style, building types, or methods commonly found throughout Hawai’i, or the history of Hawai’i, is preferred.  Should also be familiar with Microsoft Office, GIS, and ArcView.

Skills/Abilities to:  Prioritize in a stressful environment; read and interpret maps and architectural plans; plan and manage tax credit programs; work with the public and address competing agendas; and establish and maintain effective working relationships with federal agencies, professional or lay groups, public officials, and the general public.

Recommended Education:  An undergraduate degree in architecture, architectural history, history, or historic preservation is required; a master’s degree or higher is preferred.

Recommended Experience:  One (1) year of historic preservation or historic architecture experience is required.  Two (2) years of historic preservation work and experience working with a State Historic Preservation Office is preferred.  A master’s degree in architecture, architectural history, or historic preservation may substitute for one (1) year of experience.  A doctorate degree in architecture, architectural history, or historic preservation may substitute for two (2) years of experience.

License Requirement:  Applicants must possess a valid license, type 3 or higher, to drive in the State of Hawaii.

Quality of Experience:  Possession of the required number of years of experience will not in itself be accepted as proof of qualification for a position.  The applicant’s overall experience must have been of such scope and level of responsibility as to conclusively demonstrate that he/she has the ability to perform the duties of the position for which he/she is being considered.
