Position Summary
Under the general supervision of the Deputy State Historic Preservation Officer, this position performs administrative and professional work with the Federal Historic Preservation Tax Incentive and Wisconsin state tax credit programs and provides review and comments on projects affecting historic buildings and structures subject to state or federal reviews. The applicant must meet the professional qualifications for architectural history, historic architecture, or architecture which are described in Title 36, Code of Federal Regulations, Part 61 (36 CFR 61), Appendix A.
The position independently reviews projects for conformance with the Secretary of the Interior’s Standards for the Treatment of Historic Properties and advises applicants in meeting those guidelines. This position is responsible for all aspects of the State Historic Preservation Office’s Federal Historic Preservation Tax Incentive and Wisconsin State Tax Credit programs including assuring adherence to all federal and state legal requirements for the programs. The position advises professional consultants, state and federal officials, and the general public on the preservation of historic buildings and structures. This position provides expertise in historic architecture for other aspects of the State Historic Preservation Office as needed including review of projects submitted under Section 106 of the National Historic Preservation Act and Wisconsin Statutes 44.40 and 66.1111. This program provides technical and educational assistance to architects, property owners, public officials, and the general public about tax credits, the Secretary of the Interior’s Standards for the Treatment of Historic Properties, and other historic preservation related topics.
Salary Information
The salary will be between $25.00 – $32.08 per hour ($52,000 – $66,726 annually) in accordance with the provisions of the current Compensation Plan. This position is in pay schedule 13, range 04. The civil service classification is Historic Preservation Specialist. A 12-month probationary period will be required.

Qualifications
Minimally qualified candidate will have the following educational experience:
Meet the professional qualifications for architectural history, historic architecture, or architecture which are described in Title 36, Code of Federal Regulations, Part 61 (36 CFR 61), Appendix A. Applicants earning their degree in Spring of 2023 are encouraged to apply.
Architectural History
The minimum professional qualifications in Architectural History are a graduate degree in architectural history, art history, historic preservation, or closely related field with coursework in American architectural history or a bachelor’s degree in architectural history, art history, historic preservation or closely related field plus one of the following:
- At least two years of full-time experience in research, writing, or teaching in American architectural history or restoration architecture with an academic institution, historical organization or agency, museum, or other professional institution; or
- Substantial contribution through research and publication to the body of scholarly knowledge in the field of American architectural history.
Architecture
The minimum professional qualifications in architecture are a professional degree in architecture plus at least two years of full-time experience in architecture; or a State license to practice architecture.
Historic Architecture
The minimum professional qualifications in historic architecture area professional degree in architecture or a State license to practice architecture, plus one of the following:
- At least one year of graduate study in architectural preservation, American architectural history, preservation planning, or closely related field; or
- At least one year of full-time professional experience on historic preservation projects.
In addition to minimum qualifications, a well-qualified candidate will additionally have experience in one of the following areas:
- Professional experience with applying the Secretary of the Interior’s Standards for Treatment of Historic Properties
- Professional experience applying the knowledge of architectural treatments for historic buildings and basic historic preservation principles and techniques
- Demonstrated professional proficiency in reviewing architectural drawings, plans and specifications, scopes of work, and other technical architectural documents.
- Knowledge of professional architectural design, construction, and practices.
- Professional experience in reviewing or planning state or federal historic preservation tax credit projects
